The rational structure of the personnel management system at the enterprises of the state sector is substantiated. The stages of formation of effective personnel policy are offered. On the basis of research of the most topical problems of personnel policy in Ukraine, the main methods of improvement of the system of personnel management of the civil service of Ukraine are determined.
